Fiz o desbloqueio por software, alterando 3 arquivos.
Primeiro tem que conectar um HUB USB à porta USB e neste HUB conectar um teclado USB para acessar o Windows CE e um PEN DRIVE com os arquivos a serem copiados para as seguintes pastas no drive com o nome NanD:

Explicações:
No arruivo Launcher.ini foi incluída a linha "use_video_watching_warning=0" (sem as aspas).
No arquivo Launcher.table (que é um arquivo padrão XML) foi alterada a linha "<param>0</param>" (sem as aspas - originalmente era "<param>1</param>")
No arquivo feature.ini alterada a linha dtv=0 para dtv=1 (foi uma tentativa de habilitar a TV, sem sucesso).

No modelo 14/15 esse método não funciona, vc saberia outra maneira de acessar o Windows CE da central multimídia?
